A hyphen is not a dash. Hyphens are used within words or to join words, but not in punctuating the parts of a sentence. Use an en dash (–) with before, and a space after – or use an em dash (—) without spaces (see Wikipedia:How to make dashes). Avoid using two hyphens (--) to make a dash, and avoid using a hyphen as a minus sign.
The comma-free approach is often used with partial quotations: The report observed "a 45% reduction in transmission rate". A comma is required when it would be present in the same construction if none of the material were a quotation: In Margaret Mead's view, "we must recognize the whole gamut of human potentialities" to enrich our culture.

Ranges are written 10–12% , ten to twelve per cent , or ten to twelve percent ; not ten–twelve per cent , 10%–12% , or 10 to 12% .
Italics should not be used for non-English text in non-Latin scripts, such as Chinese characters and Cyrillic script, or for proper names, to which the convention of italicizing non-English words and phrases does not apply; thus, a title of a short non-English work simply receives quotation marks.
