The U.S. state of California is divided into 58 counties. [1] The state was first divided into 27 counties on February 18, 1850. These were further sub-divided to form sixteen additional counties by 1860. Another fourteen counties were formed through further subdivision from 1861 to 1893. The most recent county to form was Imperial County, in 1907.
All counties elect all of their supervisors by district (San Francisco had at-large supervisors from 1980 to 2000, but in 2000 the county was once again divided into 11 districts, whose updated borders roughly followed those of the old 1970s-era districts, although the districts themselves were renumbered).

[28] Counties and incorporated cities may promulgate local ordinances, which are usually codified in county or city codes, respectively, and are misdemeanor crimes unless otherwise specified as infractions.
