In the fall of 1999, CATA and Penn State came up with an agreement in which CATA would take over all bus transportation on campus, which would be fare-free. Four routes were created as part of the agreement: The Blue and White Loops (in conjunction with the school's colors), and the Red and Green Links (the latter of which is no longer in service).

Students pay for the pass as part of the regular tuition and fees assessed by the participating institutions. The institutions are charged for the U-PASS based on a daily per student charge that was initially set at 50 cents and increased on a regular basis. Since the fall of 2013, the new rate is $1.07 per day, or about $15 per semester.
