Bay City has a Commission-Manager form of government. The Mayor, who is elected to a four-year term, is the presiding officer of the City Commission and has the power to appoint some board and commission members, with the approval of the City Commission. The Mayor of Bay City is Kathleen Newsham, who has served in that capacity since January 2016.

The region also goes by the name of the Great Lakes Bay Region. Statistically, the region is known as the Saginaw, Midland, and Bay City Metropolitan Area, a combined statistical area composed of these three counties. Their combined population was 377,474 as of the 2020 census.
