HRAI was founded in 2006 by a small group of Iranian activists who gathered to organize their protests against Iranian human rights violations. Beginning with a focus on defending political prisoners, and with no resources other than those freely available within Iranian society, the group grew and attracted more members and financial support.

Hadi Ghaemi is the executive director (as of April 2019). [4] He graduated from Boston University in 1994 and then taught physics at New York University until 2000. He has worked for human rights since and, in 2003, received a research grant from the MacArthur Foundation.

23 People is an adaptation of the memoirs of the 23 young Iranian prisoners who were captured by Iraqi forces during the Iran-Iraq war in 1982. This young group was between 13 and 17 years old. A film based on the events and Ahmad Yousefzadeh's book, 23 People, was released in 2019.
