Estevez was born in New York City, the youngest child and only daughter of artist Janet (née Templeton) and actor Martin Sheen (legally Ramón Estévez). Her father is of Irish and Spanish descent. Eliza was one of the chief characters in a semi-historical novel "Saxon Sheep" by Nancy Adams, a great-granddaughter of Janet Templeton.
