Chester is a small rural city in Chester County, South Carolina, United States. The population was 5,607 at the 2010 census, [5] down from 6,476 at the 2000 census. It is the county seat of Chester County. [6] The community was segregated. Many African Americans, including the principal and teachers at Finley School, lived in East Chester.

On the staircase are shields and plaques presented by visitors to the Town Hall. Above the staircase are Victorian stained glass windows depicting the seven Norman Earls of Chester. [7] On the first floor are the council chamber, the Lord Mayoral suite, a committee room and the members' room. The council chamber was rebuilt after the fire of 1897.
