The Federal Motor Carrier Safety Administration (FMCSA) is an agency in the United States Department of Transportation that regulates the trucking industry in the United States. The primary mission of the FMCSA is to reduce crashes, injuries, and fatalities involving large trucks and buses.
These and all other rules regarding the safety of interstate commercial driving are issued by the Federal Motor Carrier Safety Administration (FMCSA). The FMCSA is a division of the United States Department of Transportation (USDOT), which governs all transportation-related industries such as trucking, shipping, railroads, and airlines.
The Federal Motor Carrier Safety Administration (FMCSA) regulation prohibits those who hold a commercial driver's license from driving with an alcohol concentration of 0.04 or greater. A commercial driver with an alcohol concentration of 0.02 or greater, but less than 0.04, must be removed from duty for 24 hours.

It is the responsibility of a manufacturer of vehicles and/or vehicle lamps to certify that each motor vehicle and/or lamp is in full compliance with the minimum performance requirements of FMVSS 108. This is a self-certification process as opposed to the type approval process which is used in other lighting regulations such as UNECE Regulation 48.
