A domain name registry is a database of all domain names and the associated registrant information in the top level domains of the Domain Name System (DNS) of the Internet that enables third party entities to request administrative control of a domain name. In 1993 the U.S. Department of Commerce, in conjunction with several public and private entities, created InterNIC to maintain a central database that contains all the registered domain names and the associated IP addresses in the U.S. (other countries maintain their own NICs (Network Information Centers) -- there is a link below that discusses Canada's system, for example).
