The United Nations Human Rights Council (UNHRC) [a] is a United Nations body whose mission is to promote and protect human rights around the world. [3] The Council has 47 members elected for staggered three-year terms on a regional group basis. [4] The headquarters of the Council are at the United Nations Office at Geneva in Switzerland.
The United Nations Commission on Human Rights was a functional commission within the overall framework of the United Nations from 1946 until it was replaced by the UN Human Rights Council in 2006.
The UNHRC was established in 1946 by ECOSOC, and was one of the first two "Functional Commissions" set up within the early UN structure (the other being the Commission on the Status of Women). It was a body created under the terms of the United Nations Charter (specifically, under Article 68) to which all UN member states are signatories.

The Convention applies to stateless persons under the protection of the UNHCR but not to those under the protection of other UN agencies (i.e., UNRWA). It does not apply to persons with rights and obligations acknowledged by their country of residence as indistinguishable from those attached to the possession of that country's nationality.
