Astro Boy was created by Doctor Tenma (Dr. Boynton in the 1960s English dub), and was meant to be a replacement for his recently deceased son Tobio ("Toby" in various English translations and Astor Boynton in the 1960s English dub).

The 2003 Astro Boy series is a remake of the 1960s anime black-and-white series of the same name; both series are adapted from the manga series of the same name by Osamu Tezuka. The series aired on Fuji TV from April 6, 2003 to March 28, 2004. A total of four pieces of theme music were used: two opening themes and two ending themes.

Succeeding Dr. Tenma as Minister of Science, Dr. Ochanomizu rescues Astro Boy from Hamegg's Robot Circus. Dr. Ochanomizu is a robot rights advocate and creates the "Robot Bill of Rights", which allows robots to be of equal status of humans. He often acts as a surrogate father for Astro Boy, providing him with advice and information.
The first Astro Boy anime is set in the year 2013, rather than 2003 of the original manga. Dr. Tenma, a scientist working in the Ministry of Science's Department of Precision Machinery, loses his only son, Tobio, in a car-crash. Out of grief, he orders the production of a "super-robotic" in Tobio's likeness.
