Contested material is just material that another editor has made a reasonable challenge to or where sources disagree. (Whether a person was born on April 19 or April 20 might be contested but it's not an ideological issue.) If it's not contentious, the source is only going to be wrong because of failure of diligence.
The lack of evidence to the contrary ostensibly makes the denial plausible (credible), but sometimes, it makes any accusations only unactionable. The term typically implies forethought, such as intentionally setting up the conditions for the plausible avoidance of responsibility for one's future actions or knowledge.
This doesn't mean that no article on the topic should ever exist! However, just because someday someone might write a valid, credible, verifiable article that meets Wikipedia policy does not mean that the inferior, invalid article should remain as a placeholder. Reliable sources are a requirement for an article, not an objective.
