HCS's early provenance is sketchily documented in Karuņāsāgar Vidyāsāgar, quoting from 'Education Committee' reports, periodicals and other print media of that period. The name of the school changed once or twice, till it came to be known as 'Hooghly College' and thence 'Hooghly Collegiate School' when the college wing was created.
The initial effort to found a women's college in Hoog. Some local educationists and social reformists made an active endeavor to set up Hooghly Women's College to cater education for women. Sri Nripendranath Dhar, a renowned advocate and educationist was the pioneer in this field. Other figures, inspired by the some missionary zeal joined them.

Hooghly Mohsin College (HMC) began on 1 August 1836 as the New Hooghly College. It was established by Muhammad Mohsin , [ 2 ] who also started other colleges. On its 100th anniversary it was renamed Hooghly Mohsin College.
HETC is in Hooghly of Hooghly District in West Bengal, India. It is 1.9 km (1.2 mi) from the Hooghly railway station and approximately 800 m (2,600 ft) from Hooghly Ghat railway station. One half of the campus is connected through Wi-Fi. The college consists of an academic and administrative building, a library and a vast area of open land.

Hooghly Mahsin College was established in 1836 by `Mohsin Endowment Fund’ and Hooghly Madrasa was administered by the college. In 1915, madrasa syllabus was revised by the British government and modern education was introduced. Since 1940 Hooghly Madrasa is also functioning as an intermediate college.
The early years witnessed the excellence of the College in National Service Scheme and in the establishment of Hooghly District Blood Donors Society. From the last two decades of the last century Khalisani Mahavidyalaya have expanded their horizon and introduced various subjects in both Honors and General courses in B.A., B.Com. and B.Sc. streams.
