The royal town of Kuala Kangsar was said to have had a strange effect on Sultan Mudzaffar Shah of Perak who ruled from 1877 to 1887. Unlike many rulers who protected their royal places and strongholds by selecting their vantage points carefully where they could detect enemy approach from afar, the Sultan had his first royal palace built beside the riverbank, and named it 'Istana Sri Sayong'.

He was born on 17 August 1924 at the Istana Negara in Kuala Kangsar, Perak. He was the second son of Sultan Iskandar and Raja Puteh Umi Kalsom. [1] His father was a son of Sultan Iskandar Shah and a brother of Sultan Abdul Jalil. His oldest brother died when he was 40 days old. He was named Raja Idris Shah at birth.

His vow later materialised with the erection of Ubudiah Mosque but he did not live to see it completed. Sultan Idris died on 14 January 1916 at the age of 66. He was interred at the Royal Mausoleum, Kuala Kangsar with the title of Marhum Rahmatullah. He was succeeded by his son Abdul Jalil Nasiruddin Muhtaram Shah.
