The nickname is clearly older than the 1870s. A casual search of Newspapers.com easily finds references to Chicago being called "the Windy City" as early as 1867, and it's clearly an established nickname by then. I found one "the windy city" in the Chicago Tribune in 1858 even. Surely there's scholarly research that reflects this somewhere by now.
