Step 3 is the final exam in the USMLE series of examinations. It is part of the licensing requirements for Doctors of Medicine (M.D.), including international medical graduates aiming to practice medicine in the United States. From the examinee's perspective, the difficulty of the exam seems to tailor itself to their level of ability. What makes level 3 questions difficult is the likely existence of more than one correct answer forcing the individual to decide which answer is the best choice. Level 2 and Level 3 questions make up about 95 percent of the questions on the NCLEX exam. However, it is possible for the exam to have no Level 1 question. [4]
