Here‘s how to open a case in eBay‘s Resolution Center: Click "Help & Contact" at top of eBay site, choose "Resolution Center". You can also access the Resolution Center via "My eBay" then "Resolution Center". Select "I want to report a problem" and choose your reason – Item Not Received, Item Not as Described, etc.
