The converter in Word is rather basic. For example, it can't fully convert scanned PDFs; in fact, these will be treated as a series of images. Even if you have a good OCR program, a lot of manual reformatting is usually required, once the document is in Word format and open for editing in Word.
As the issue persists even after repair, I suggest you to remove and re-install Office 2013 then try to open PDF file in Word. Run the fixit available in the link below which removes Office traces completely from the computer.
In short, Office 2013 Word and standalone Skype for Business 2016 causes the pdf converter to fail. These 2 products do not play nicely with one another. I tried all the possible ways to get this feature working.
