Fast forward to yesterday, when I went to my local DMV to finish the title transfer. Mistakenly the amount written in the purchase price field was the actual sale price of the car. Consequently I was hit with a 500 dollar use tax. I couldn't pay any of it immediately, so I left frustrated.
It's my understanding that by filling out the proper form, MVR-4, showing proof of no lien, and having a notarized signature, that you can issue a title transfer to the new owner at the appropriate DMV office if your title is lost. This is in lieu of waiting the 15+ days for a new title request if you have a buyer lined up.

To stop the recurring problem you speak of what I do is simply meet at a AAA or DMV to transfer title. People tend to be lazy about certain things so I simply don’t trust people to do it in a timely manner and I dont want to deal with such scenario as op described. Sure it may work itself out. I don’t care to deal with it.
My mom died without a will and I was in charge of the estate. From what I recall I had a short certificate as well. I gave her car to my half sister. As I recall I just went to the MVC with the certificate and paid the transfer fees. I think I had to pay twice - once to transfer it to the estate and once to transfer from the estate to my sister.
A Buyer doesn't have to be physically around or even be aware of the transfer of title (that would be odd and not likely as ultimately a Buyer must sign the bottom as new owner and get notarized as well), only that the Seller must put a Buyer's name in the Buyer's spot at the top of the title before a dutiful notary seals the Sellers signature.
So I'm moving out of my mom's place and moving to a new town in CT. The car I drive right now is currently under my mother's name. I want to be able to transfer the title of the car into my name, but also need to change my address. Does anyone know if it matters which step I need to complete first? Does it matter at all?
When you go to DMV you will need to pay a $60 fee for the title transfer and another $46.50 or so depending on the year and weight of the vehicle for registration. The $46.50 quoted is for a vehicle greater then 2 years old, but newer then 1979 with a weight under 3,500 pounds.
