It is named after prominent Indian freedom fighter and politician Govind Ballabh Pant, who became Home Minister in 1955 and is credited for establishing Hindi as an official language of India. The park was established on 1 March 1955, and is situated in the Uttarkashi district in the Indian state of Uttarakhand .

Uttarakhand has a total geographic area of 53,483 km 2, of which 86% is mountainous and 65% is covered by forest. [1] Most of the northern parts of the state are part of Greater Himalaya ranges, covered by the high Himalayan peaks and glaciers, while the lower foothills were densely forested till denuded by the British log merchants and later, after independence, by forest contractors.

The park is administered by the Uttarakhand State Forestry Department, the national Ministry of Environment and Forests, India. The British also used it as a summer capital, and built several estates inside the forest. In 1988, Binsar was established as a sanctuary for the conservation and protection of the shrinking broad leaf oak forests of the Central Himalayan region. It has over 200 species of birds.

Along with the two state civil services which are Provincial Civil Service (PCS) and the Provincial Police Service (PPS), the PFS is one of the three feeder services to its respective All India Services .
