Frank Tritico had given the school district a paper highlighting the life of Richard William "Dick" Dowling, and therefore the district chose to name the school after him. It replaced the former junior high school component of Madison High School and had an initial enrollment of 1,107. At first it had grades 7-8, with the 9th grade opening in 1969.
