Nucky meets 'special investigator' Gaston Means, acting as Harry Daugherty's bagman in New York. Displeased by Nucky's refusal to sell alcohol to anyone but Rothstein, Gyp takes over the strategically situated small town of Tabor Heights, New Jersey and blockades the alcohol shipments between Atlantic City and New York.
Infuriated, Rosetti takes over Tabor Heights, a small town on the road between Atlantic City and New York where convoys stop for gas. He then blockades any of Nucky's alcohol deliveries from going through. [22] The feud escalates when Rosetti hijacks a convoy, killing eleven of Nucky's men. [23]
