Penn Foster has a vet assistant program that’s shorter and less expensive that you may want to look into first. Haven't heard about the Dallas program but I'd assume it's structured, with real deadlines, which is what already makes it a lot better than Penn Foster. There's also San Juan, Perdue and a few other Vet Tech programs. Check them out and pick what makes sense for you. Make sure they have current AVMA accreditation and check the VTNE pass rates.
Definitely not a scam, I did it and personally think it’s a great program. I completed the Vet tech program before the 4yr mark, you also graduate with your associates in science. So far I’ve managed to stay on track, despite having to take a few week-long absences from following content/doing quizzes/exams. I have yet to experience anything that’s had a set-deadline.

One of the vets is like the communication point of how the student is doing. The vet has to watch the student do things like answer phone calls, make appointments, scan an animal for a microchip, etc. a certain number of times.
