COs who have the authority to award the NAM may award the MOVSM to personnel assigned to their command who meet the eligibility criteria, and shall ensure appropriate service record entries are made. So if you aren’t assigned to them, there’s probably not a good chance they’d break the rules to sign your letter. Reply.

It's entirely up to the commander, there is no specific threshold. One commander can give it out for 10 hours of volunteering, another may way 1000 hours. There is no time limit either, a year, an assignment, multiple years, whatever. Edit: So you can probably go about this one of two ways.
