After a few days the grass spread to the tiles around it and the animals ate it but not the grass under the fence. So, as long as you use a 1 or 2 wide setup of fences the grass will spread and feed the animals without the animals being able to eat all the grass. Grass starter is 100g at minimum, and you generally need to buy a good few of them to restart each animal field in the spring or they'll eat it up too fast. So you probably spend almost that much just starting or restarting one animal field one time. Worth it, especially considering it's just fiber.

Between plopping down a grass starter and harvesting it into the silo and buying the hay, they both cost the same on average - the grass starter will contain an average of two hay. Of course, unlike the hay, the grass starter can multiply if you give it time. Animals that eat grass outdoors won't then eat hay indoors ...
I cleared a good sized area, probably about a 10 x 10 tiles, and put my starters 2 tiles from the corners. Then when it comes time I need hay, I scythe across the middle in a + sign. This generates enough hay for the winter for 16 animals. Also don't forget to let your animals out to eat if you don't know about this mechanic. :p.
