The 421.19 cu in (6.9 L) was introduced in 1961 as a dealer-installed Super Duty option. Unlike previous enlargements of Pontiac V8s, it did not replace the 389. The first of the "big journal" Pontiac V8s, it had a bore and stroke of 4 + 3 ⁄ 32 in × 4 in (104.0 mm × 101.6 mm) and came with dual four-barrel carburetors.

The 1961 models never came from the assembly line with the 421ci engine; instead it was a specialty item installed and sold at the discretion of individual dealers.
However, for 1964, the engine's displacement was adjusted so that it actually was 326 cubic inches, making the 1963 "326 V8" a single-year engine. The cast-iron V8 engine increased the Tempest's weight by 260 lb (120 kg) over the weight of a Tempest equipped with a Trophy 4 engine; front/rear weight distribution changed somewhat to 54/46.
One holdout to this industry-wide slide was the Super Duty 455 engine of 1973–1974. Available only in the Firebird Formula and Trans Am models, this was rated at 310 hp (230 kW) net initially but after having issues passing EPA emissions tests, the camshaft was changed to the old RA III cam, and with the change, came a 290 hp (220 kW) net rating.
