The Florida High School Athletic Association was founded on April 9, 1920, by a group of 29 high school principals which met on the University of Florida campus in Gainesville. The organization was founded as the Florida High School Athletic Association. The name was changed to Florida High School Activities Association in 1951.
In 2002, voters approved a constitutional amendment to limit class size in public schools starting in the 2010-11 school year from 18 in lower grades to 23 in high school. This was phased in by the legislature from 2003 to 2009, to promote compliance when the amendment took effect. [29]
Florida's class size cap was established over the course of several years, in response to a statewide referendum in 2002 that amended its state constitution. Statewide, class size averages are 15.46 students per class in grades preK-3, 17.75 in grades 4–8, and 19.01 in high school. Some cities regulate class size as well.
