The network was originally marketed as commercial-free, with comedic promos involving Nickelodeon Animation Studios, two-minute cartoon shorts from foreign markets, and former program promotions that had previously been used on Nickelodeon taking up commercial time.
On April 1, 1979, the channel expanded into a national network named Nickelodeon. The first program broadcast on Nickelodeon was Pinwheel, a preschool series created by Dr. Vivian Horner, who also conceived the idea for the channel itself.
