On your computer, open Chrome. At the top right, click More Downloads. To open a file, click its name. It will open in your computer's default application for the file type. The Downloads 'shortcut' points to the correct folder, and the same issue is with all the user accounts on the computer . I can see all the files with the Terminal and they behave as normal there. I can also open sub-folders within the Downloads folder in explorer (using their path, or via the Terminal.
so basicly i accidentally pressed open with on my file and then i pressed chrome and then now when i download things on chrome it shows up with the chrome icon and when i open the file all that happens is chrome downloading the file agian so basiccly i cant download files on websites beacuase i want to install forge for my minecraft and all ...

I am on Windows 10 Home 22H2. I have 2 users on my PC, my main one on what I need to download file on with the problem but the other one on which i don't need the download file doesn't seem top have that problem, I tried copying the same Firewall and security settings from the one that didn't have the problem to the one that did.
When you download something, if you right click the downloaded file & click Properties you will see a box at the bottom of the Properties window to check that says "Unblock". Check it & click Apply & OK. In my right click context menu I have the option to Run as administrator. I install all downloaded programs as Administrator.
When I open file explorer, and I go to the downloads folder, the system app crashes. When it does, I have to stop it using task manager. It also causes other problems with the system, like my laptop screen going white, (I have a monitor), and my taskbar not coming up, (I have it so that it pops up when you hover over it ).
