    I'm wisconsin born, raised, and current, but I've only heard it called cannibal sandwich on the internet. We call this chip chop locally. But only if it's nothing but ground meat.     It's important to point out that this article isn't really about steak tartare. The "cannibal sandwich" seems to be made with ground beef, which is always less clean and should ALWAYS be cooked to 165F. If that's a tradition, it's disgusting and should end.
