I'm wisconsin born, raised, and current, but I've only heard it called cannibal sandwich on the internet. We call this chip chop locally. But only if it's nothing but ground meat. If it's got onions/salt/pepper it's called wild cat. In my social circle we had "the guy" that would butcher one of his cows around Christmas so we could have this.

It's important to point out that this article isn't really about steak tartare. The "cannibal sandwich" seems to be made with ground beef, which is always less clean and should ALWAYS be cooked to 165F. If that's a tradition, it's disgusting and should end.
