I'm going to take you literally, that you want to use ATV's to stream OTA to your TV's over your network. This means a stand-alone DVR box like a TiVo Edge is off the table. First you need a network tuner that will plug into your antenna and stream the broadcast channels over your network: HD Homerun Connect (Quatro); 2 or 4 tuners, $100 or $150.
I've been looking at OTA DVR options (tivo, tablo, channelmaster, simpletv) and they all seem to require you to have home internet. Clear was the only home internet I could find in my area, and it's gone out of business. So now the only way to power internet at home is through my phone hotspot.
Tablo grabs the OTA content Amazon can't get easily. It needs services, which Amazon could bundle with Prime Video, and then track, like TiVo does, but Amazon sells directly based on customer data, while TiVo rents your data.
The two main gripes I had w/AirTV 2 were the occasional bugginess and inability to download (offload) recorded content. Maybe Sling addressed the bugginess issue, but likely recordings still won't be allowed to be pulled. Still, $99 for a 4-tuner OTA 1TB DVR w/no annual fees seems like a great deal.

TiVo has revealed details on the new Roamio OTA, a set-top box and DVR for those who want time-shifting and recording but don't have cable or satellite service. Based on the existing Roamio , the $50 box hooks up to a regular HD antenna and packs four tuners for recording free over-the-air TV, though TiVo itself will levy a charge.
I would like a nice DVR package for OTA content, and nice access to IPTV. I will be installing on Windows 11, and playing back on various Windows 10 and 11 computers. Watching video on my phone is a low priority.
The HDHomerun app on AppleTV is kinda garbage, not sure how it is on other boxes. I use PLEX for live/dvr OTA because it’s a better experience hands down. I already had the PLEX lifetime pass, and have not subscribed to HDHR at all, just purchased the device. PLEX is the DVR on my server, and I use the PLEX app on all my devices.
