Looking at the ARRL Repeater Guide and plotting the locations of the repeater sites, it appears that simplex mode is the only mode that can be used inside the Park on the 2 meter or 70 cm bands.

Nov 30, 2014. #1. I just came back from a week at JTNP and, as usual, monitor the 171.675 freq for the Nat'l Park service. I am able to hear 171.675 from just about anywhere in the park with varying levels of quality (at it's worst, it's still quite usable). I switched to the repeater input (172.675 per the DB) and WOW!.

A good example of an integrated dispatch center is the Federal Interagency Communications Center in San Bernardino. They handle the California Desert District of the BLM, the San Bernardino National Forest, Joshua Tree and Death Valley National Parks and Mojave National Preserve. They also provide night time service for the Inyo National Forest.

I can tell you personally, that repeater wars are hated by all. The California Desert District of the BLM could have Rogers Peak in Death Valley National Park and Lyons Peak southeast of San Diego transmitting on the district net at the same time and only aircraft at a high elevation could hear both, so no repeater wars for nearly everyone.

I was camping in Death Valley National Park when a car driven by "sovereign citizens" refused to stop for a NHP officer, began traveling at speeds over 100 miles per hour and fired at other NHP officers and Nye County, Nevada deputies before entering the east side of the park. They then fired at NPS protection rangers and a NPS patrol plane.

Forests most often had simplex forest net on Channel 1 and Channel 2 for repeater access, and in effect, the Inyo has removed Channel 1. The north net and service net have remote bases near Bishop (UHF linked) and the South Net has another further south on a peak that has a UHF path to Bishop.
