The Reagan administration made Letter-size paper the norm for US federal forms in the early 1980s; previously, the smaller "official" Government Letter size, 8 by 10.5 inches (203.2 by 266.7 mm) (aspect ratio: 1.3125), was used in government, while 8.5-by-11-inch (215.9 by 279.4 mm) paper was standard in most other offices. Traditionally, a number of different sizes were defined for large sheets of paper, and paper sizes were defined by the sheet name and the number of times it had been folded. Thus a full sheet of "royal" paper was 25 × 20 inches, and "royal octavo" was this size folded three times, so as to make eight sheets, and was thus 10 × 6 + 1 ⁄ 4 inches.
The term "folio" as applied to such books may refer simply to the size, i.e., books that are approximately 15 inches (38 cm) tall. At present, the term folio in the context of paper size is commonly used to refer to foolscap folio, which is print paper sized 8.5×13.5 in (216×343 mm), slightly larger (by 18.7%) than A4 paper.

In 1992, the American National Standards Institute adopted ANSI/ASME Y14.1 Decimal Inch Drawing Sheet Size and Format, [1] which defined a regular series of paper sizes based upon the de facto standard 8 + 1 ⁄ 2 in × 11 in "letter" size to which it assigned the designation "ANSI A".

The sizes of the RA series are also slightly larger than corresponding inch-based US sizes specified in ANSI/ASME Y14.1, e.g. RA4 is roughly equivalent to 8 + 1 ⁄ 2 in × 12 in (220 mm × 300 mm) and ANSI A (alias US Letter) is defined as 8 + 1 ⁄ 2 in × 11 in (220 mm × 280 mm).
