The following table lists the 61 cities, towns, villages and special wards in Tokyo, according to the 2020 Census. The table also gives an overview of the evolution of the population since the 1995 census. [1] Officially, there has been no single Tokyo municipality since 1943.
Metropolitan areas of designated cities are defined as "major metropolitan areas" (大都市圏) while those of non-designated cities are simply "metropolitan areas" (都市圏). If multiple central cities are close enough such that their outlying cities overlap, they are combined and a single metropolitan area is defined rather than independently.

Cities were introduced under the "city code" (shisei, 市制) of 1888 [4] during the "Great Meiji mergers" (Meiji no daigappei, 明治の大合併) of 1889. The -shi replaced the previous urban districts /"wards/cities" (-ku) that had existed as primary subdivisions of prefectures besides rural districts (-gun) since 1878.
Because of this definition, the city proper population figure may differ greatly from the urban area population figure, as many cities are amalgamations of smaller municipalities (Australia), and conversely, many Chinese cities govern territories that extend well beyond the core urban area into suburban and rural areas.
