    This should guide you as to whether a station should be listed under Sydney or New South Wales. (Unfortunately CityRail only offer a map covering the entire network on their web site, but only the suburban network is shown on posters in most trains - although some now have entire-network maps - and in suburban line timetable booklets.)

    All other maps of railway networks show all the stations on a network. My absolute preference would be a geographically accurate map of the CityRail network with ALL the stations included (perhaps one of the suburban, one of the intercity/regional stations), but a generic one is ok if we can't do that.
