Kell purchased the land on the bluff overlooking downtown Wichita Falls, hence the address of 900 Bluff Street. Kell's sister-in-law was the contractor on the Victorian home. [ 1 ] Construction of the two-story dwelling began in 1908 and was completed in 1910, after it had already been occupied by the Kell family.
On November 7, 1958, US 287 was rerouted in downtown Wichita Falls, and the FM 171 designation was extended along Lincoln Street to its current western terminus. The eastern terminus was extended to the south, first 2.5 miles (4.0 km) to a county road on May 2, 1962, and then 4.6 miles (7.4 km) to its current location at FM 2332 on June 1, 1965.
