Save and exit. Load the world in TEdit. Go look at your blocks, which will be something like "sandstone brick" with "water" set. To add water (or any liquid) behind solid blocks in TEdit, simple: Load the world in TEdit. Select the pencil or brush tool. Change the paint type to "liquids". Select "water" in the liquid type selector.
no unfortunately TEdit is used to modify vanilla worlds tiles as such (you can view the world of a modded world but before doing that you must disable tha autosave option or otherwise the autosave will make your modded world into a vanilla one in short you lose all modded items and biomes) but spawn monsters is something that you want to do using cheatsheet or heros mod.
TEdit was built on XNA and WPF, while upgrading the engine to monogame gets closer to cross platform the Windows Presentation Format that the entire gui is built on is not cross platform and wont see it happen anytime soon.
