Chime adds predicates for items differently than how CIT Resewn does it. This basically means it's not like Optifine. For each of them you need to put the information of the item in a text file. .json for chime, and .properties for CITR. TL;DR These mods are not interchangeable, but can work well together. No. Nothing like that. There are mods that change some models in fixed ways, but nothing that allows resourcepacks to load custom/mcpatcher modifications without optifine.
