They are a common occurrence in developing countries , and may be scheduled in advance or occur without warning.
Please change the refrence to rolling blackouts in India and Pakistan. Its true this used to occur about 3 years ago but today, major cities experience no or very little blackouts while the villages experience blackouts but do get electricity for alot more than an hour a day.
