Gilbert in "A Concise History of Early Texas: As told by its 30 historic flags," this flag was adopted by a resolution of the First Congress, enacted and signed by Ira Ingram, speaker of the House and Richard Ellis, president pro tem of the Senate on December 10, 1836 and signed by president Sam Houston.
