Scioto County is a county along the Ohio River in the south-central part of the U.S. state of Ohio. At the 2020 census , the population was 74,008. [ 2 ] Its county seat is Portsmouth . [ 3 ]
Scioto County Courthouse. Portsmouth is Scioto County's county seat. The courthouse is at the corner of Sixth and Court Streets and was constructed in 1936. The sheriff's office and county jail, once in the courthouse, are in a facility constructed in 2006 at the former site of the Norfolk and Western rail depot near U.S. 23.
Located in the western part of the county, it borders the following townships: Rarden Township - north; Morgan Township - northeast; Union Township - east; Nile Township - south; Jefferson Township, Adams County - west; Meigs Township, Adams County - northwest; The village of Otway lies in the township's northeast.

Across the Ohio River lies Kentucky to the south: Greenup County to the southeast, and Lewis County to the southwest. No municipalities are located in Washington Township, although the census-designated place of West Portsmouth lies in the northern part of the township.
