Phytosanitary Certificate - Certificate patterned after the model certificates of the IPPC [FAO, 1990]. In the U.S., this is an official document (PPQ Form 577) that attests to the phytosanitary condition of commodities and is issued by an Authorized Certification Official.
Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate. Phytosanitary certificates should only be issued for this purpose.
While the IPPC's primary focus is on plants and plant products moving in international trade, the convention also covers research materials, biological control organisms, germplasm banks, containment facilities, food aid, emergency aid and anything else that can act as a vector for the spread of plant pests – for example, containers, packaging materials, soil, vehicles, vessels and machinery.
