For much of its history since 1935, the Philippines has been governed as a presidential unitary republic.The term "general election" is not predominantly used in the Philippines, but for the purposes of this article, a "general election" may refer to an election day where the presidency or at least a class of members of Congress are on the ballot.

The session hall is located inside the Cabuyao City Hall in Barangay Sala. Each of Cabuyao's ten city councilors were elected at large by the voters of the city. In addition, the barangay chairmen and the SK chairmen throughout the city elect amongst themselves their representatives to the council. Hence, there are 12 councilors.

Election slates of a governor, vice governor and Sangguniang Panlalawigan (for provinces), mayor, vice mayor and Sangguniang Panlungsod/Bayan (for cities and municipalities) are common. Provincial and city/municipal slates may cross-endorse each other.
