It opened as the First National Bank Plaza or First National Bank Building on October 15, 1971, it was briefly the states tallest building until Chase Tower was completed just a year and a half later. After June 20, 2017, Bank of America vacated the building since its lease with Pima County for the building had expired. [7] The building itself is not vacant, and Bank of America only moved its Tucson regional management to a farther north location. After Bank of America's departure, the county refers to the building by its street address. [7]

It would remain Tucson's tallest building until 1977 when the Arizona Bank Plaza was built. In 1987, the building was purchased for $10.5 million (equivalent to $28 million in 2023) by Pima County, and renamed the Pima County Legal Services Building.
