In this chapter: (1) "Administer" means to directly apply a controlled substance by injection, inhalation, ingestion, or other means to the body of a patient or research subject by: (A) a practitioner or an agent of the practitioner in the presence of the practitioner; or.
(1) protects and enhances the public's health and safety; (2) prevents escape by the animal; and (3) provides a safe, healthy, and humane environment for the animal.
The Texas Civil Commitment Office is responsible for: (1) providing appropriate and necessary treatment and supervision for committed persons through the case management system; and. (2) developing and implementing a sex offender treatment program for persons committed under this chapter.

LOCAL RABIES CONTROL PROGRAMS. (a) This section applies to a veterinarian who: (1) is employed by a county or municipality; and. (2) administers or supervises the administration of rabies vaccine as part of a local rabies control program established by a county or municipality under this chapter.
