Same problem here. It opens steamapps\common\SteamVR\bin\win64 every time it starts up. Everything still works, but it's quite strange. Also needing to turn steam guard turned on, restarting steam, then returning to this post manually, simply to post a bug report is INSANE!!! Making a bug report on a forum is NOT a security issue.

navigate to the local files ( located in windows10 C:\Program Files (x86)\Steam\steamapps\common\SteamVR\bin\win64) and run vrstartup. gets it running but kicks out a few errors. Steam gives me a (Error: vrclient Shared Lib Not Found (102))
The folder "Steam\steamapps\common\SteamVR" was created probably during an update of steam client.. now the folder was eliminated from the system bcz i never downlod Steam VR in my System this worked, just remove the SteamVR folder in your <steaminstallation>\steamapps\common folder and restart steam
I forgot the exact method I used some years ago when testing alpha hardware, but I do recall using this (now standard) directory to gain direct access (usually here by default installation): C:\Program Files (x86)\Steam\steamapps\common\SteamVR\bin\win64
