Mendez was born in Oakland, California in 1955 and raised in San Leandro, California. [2] He received a Bachelor of Arts degree from Stanford University in 1977. [2] He then obtained a Juris Doctor from Harvard Law School in 1980, where he was a member of the Board of Student Advisers.
In 1961, California Assemblyman John A. Busterud proposed to expand the power of the Commission to require its approval for the Governor to appoint judges, [4] which was endorsed by Caspar Weinberger.
