[1] The International Phonetic Alphabet is an alphabetic system of phonetic notation based primarily on the Latin alphabet . It was devised by the International Phonetic Association as a standardized representation of the sounds of spoken language.

Strictly speaking, a pair of a long sound and a short sound should be identical except for their length.
English short vowels are all transcribed by a single letter in the IPA. Because English short vowels a e i o u are closer to the Classical pronunciation (still found in Spanish and Italian) than the long vowels are, it is the short vowels which are transcribed with IPA letters which resemble the English letters a e i o u.
The next dimension for vowels are tense/lax; here we can distinguish high/mid/low dimensions and the front/central/back dimensions. In other words, all vowels but schwas. Examples of tense and lax vowels are [i], [o] and [ɪ], [ɔ], respectively. Another characteristic of vowels is rounding.
There are two complementary definitions of vowel, one phonetic and the other phonological.. In the phonetic definition, a vowel is a sound, such as the English "ah" / ɑː / or "oh" / oʊ /, produced with an open vocal tract; it is median (the air escapes along the middle of the tongue), oral (at least some of the airflow must escape through the mouth), frictionless and continuant.
