Confirmed to work with Terraria version 1.4.0.5 which is the current mobile version. I followed the below steps to make it work, and now I can play on PC together with my kids, who are both playing on mobile (iPads, also confirmed to work with my Android tablet).
As long as the PC(s) and mobile device(s) are each running the same version of Terraria (e.g., 1.4.4.9 is current for PC/Android, 1.4.4.9.1 for iOS), then they should be compatible to play together, as long as you can work out the networking with port forwarding etc.
