    Fn effectively changes the F1 key to the Sleep button. Since you told Windows to do nothing when the Sleep button is pressed, it does nothing. Everything is working exactly as expected here. Just press Fn and F1 at the same time if you want to keep Fn Lock active and still be able to use F1.
